Expanding Horizons: The Role of Off-Campus Centres in Elevating Higher Education

In the ever-evolving landscape of global higher education, an innovative strategy has emerged, allowing prestigious universities to extend their reach beyond traditional boundaries. This approach, manifested through the establishment of off-campus centres by Deemed-to-be Universities, marks a significant stride toward making quality education more accessible to students worldwide.

As of June 2023, a pivotal movement has gained momentum, following the University Grants Commission’s (UGC) endorsement, permitting distinguished Deemed-to-be Universities to inaugurate off-campus centres. This initiative, underpinned by certain eligibility criteria, aims to decentralize higher education, providing youth from various locales access to academic excellence and opportunity.

Eligibility Criteria and Mechanism

The UGC has laid out clear parameters for Deemed-to-be Universities aspiring to establish such centres. Key among these is the achievement of a Grade A or higher from the National Assessment and Accreditation Council (NAAC), along with a rank within the top 100 in the National Institutional Ranking Framework (NIRF). Further, the institution must be recognized as Category I or II by the UGC, ensuring that only those with a track record of excellence can expand their footprint. To convert an affiliated college into an off-campus centre, institutions must secure a no-objection certificate from the UGC, alongside committing to manage these centres as integral parts of the university, covering administration, faculty recruitment, and curriculum delivery.

Operational Requirements

The UGC mandates that an off-campus centre offer a mix of at least five undergraduate, postgraduate, or research programs, with a minimum student body of 1000, of which at least 20% should be engaged in postgraduate or research studies. Initially, these centres must have at least 50 faculty members, a number that can grow in line with student admissions and new program launches. Importantly, these off-campus expansions are authorized to offer any program already approved for the parent university, ensuring consistency and quality of education.

Infrastructure Standards

To ensure conducive learning environments, the UGC requires these off-campus centres to be established on at least five acres of land, providing a minimum space of 30 square meters per student. The infrastructure must encompass modern classrooms, laboratories, and other essential facilities such as auditoriums, hostels, and canteens, all adhering to UGC’s defined norms and standards.
