UN Security Council Extends Sanctions on DRC Until 2025
In a significant move aimed at maintaining peace and stability in the Democratic Republic of the Congo (DRC), the UN Security Council has unanimously agreed to continue its sanctions regime on the country until July 2025. The decision, which also includes the extension of the mandate for the accompanying Group of Experts until August 2025, reflects the international community’s ongoing commitment to supporting the DRC’s path towards lasting peace.
The measures, which were solidified through resolution 2738, encompass a comprehensive framework of arms, financial, and travel sanctions. These sanctions are designed to address various challenges facing the DRC and aim to curb the flow of arms and financial resources that could fuel conflicts within the region. In a noteworthy provision, the Security Council has reiterated that the arms embargo will not impact the DRC government’s ability to acquire arms and related materials essential for its security and defense activities.
The resolution further mandates the continuation of the Group of Experts, a body instrumental in advising and assisting the Security Council Committee established under resolution 1533. This team plays a crucial role in monitoring the implementation of the sanctions and providing insights to improve their efficacy. Moreover, the council has outlined a detailed reporting schedule for the Group of Experts, anticipating a midterm report by December 2024 and a final report by June 2025. These reports are expected to offer critical evaluations of the sanctions’ impact and recommendations for future actions.
Highlighting an underpinning concern for accountability and justice, the resolution also recalls the UN Secretary-General’s pledge to seek justice for the murdered members of the Group of Experts and four accompanying Congolese nationals. In addition, the adoption of the resolution stresses the importance of the Follow-on Mechanism, a crucial initiative designed to support the DRC’s national investigation processes.
